The 7th AND the 8th Beast of Revelation

Rev 13:1 ten horns

Horns are symbolic sources of strength (esp. political/military), which in many cases are individual regents or generals; and since later the passage indicates that these ten horns wear crowns, we gather that they are indeed kings. At a certain time, the 3 of the 10 kings will be uprooted in order to make room for “the prince to come” (Dan. 9:26) — the Anti-Christ. Finally, the 7 kings will give all of their power to the “little horn” (a.k.a. Anti-Christ and his regime, Daniel 7:7-8, 20, 24).

“Head” is the symbol for a domain, realm or manifestation of rule. The 10 horns (kings) rule together over the 7 realms. The 7 heads are either the 7 regional divisions of world power, or they represent the 6 ancient world powers—plus one new world power (17:9-10). OR, it is both. In any case, this new world empire is established by a satanic power. It is somewhat erroneous to call it revived Roman empire. To be sure, the land expanse of the ancient Roman Empire will serve as the central area from which the rule of the new world empire occurs. It will arise out of the sea that John saw while on Patmos, the Mediterranean. That is, all lands touching the Mediterranean will be unified as the centralized supranational entity that rules the world.

Greece: the body (inner/outer gov. structure) of the Beast (one world government) will be like Greece — which was a democracy turned oligarchy. Greece (sym. democracy) advanced east in history. Even so, the gov. structure of the Beast will be swiftly advanced, will be given great authority, will be coming from the West eastward and will be oligarchy masked by “democracy.” (Dan 2)

Re 13:2 bear’s feet

Medo-Persia: the feet (supports, military movement) on which the Beast (one world government) shall stand and march in strength will be like Medo-Persia–(–a kingdom that advanced North (mod. Georgia), South (mod. Iran, Pakistan) and West (mod. Turkey to east side of Greece, Lybia) in its time, devouring much flesh… and which historically had affinity with Babylon (Iraq). 

Re 13:2 lion’s mouth

Babylon: the mouth (speech/teachings, source of words/diplomacy, eater) of the Beast (one world government) will come out of the spirit of ancient Babylon (mod. Iraq), which later in Revelation is prophesied to be a future place of great luxury in commerce (banking; trade). According to some, the ancient city of Babylon will not be revived/rebuilt (Christ in Prophecy). That may be so, but how does one account for verse 8 (discussed in 17:11, below)? The “new Babylon” will be a port city. But, like old Babylon, the new will harbor great occultism. Is this Babylon type the modern Mecca/Jeddah in Saudi Arabia as Joel Richardson and Walid Shoebat hold?

Rev 17:1 the great prostitute

The Great Prostitute embodies the spirit of ancient Babylon but also has referent to Nineveh (Nah. 3:4, Ancient Assyria, ref. see Britannica article) and to Jerusalem (Is. 1:21; Jer. 2:20). See Revelation 17:18 and 16:19 — future “Babylon” will be comprosed of 3 characteristic parts: 1 part mystic occult (Babylon), 1 part ruthless trade/commerce (Nineveh), 1 part apostates (Jerusalem: Jew & Christian). This “woman” is a mystery, meaning a thing hidden within another (v. 17). She is a religious system and yet political/monetary/trade system — See also

Rev 17:2 sexual immorality

Here sexual immorality is representative of aberrant religion (cf. James 4, Hosea, Is. 2:21, Jer. 2:20), an outright betrayal of true worship of the one, true God. This parallels 2 Thessalonians 2, which reveals a great apostacy against THE Creator, directly preceding and prerequisite to the unveiling of The Son of Perdition, The Man of Sin. See

Rev 17:2 wine

Wine has always represented land security (due to vineyard requirements), luxury and — in abuse or excess — decadence. How does any false religion (secret society, cult, occult) corrupt its followers, except with the offer of success (riches) and/or fleshly, dark indulgences of all kinds that dull the soul to nobility and light?  … just like wine dulls the sharpness of the mind. Rev 17:3 beast

This is the beast of Rev. 13:1-10… not the man of lawlessness (2 Thess. 2) and not the false prophet (13:11ff) but the empire.

Rev 17:3 blasphemous names

Such names would include false religions and gods which exalt themselves against the God who made the heavens and the earth — particularly the gods of ancient Egypt, Assyria, Babylon, Medo-Persia, Greece, Rome. These false religions and gods are a revival and mixture of all of those from ancient empires of OT and 2nd Temple times. (see seven heads note below)

Heads are (again) manifestations of empire, or realms. In this case, the beast is an empire which embodies all of the previous religious empires of the gentiles (under satan’s influence) and with which the Jews (as a cohered people) have had dealings. These are: Egypt, Assyria, Babylon, Medo-Persia, Greece, Rome revived in spirit and represented in a New World Empire. The kingdoms to which the Jews of the diaspora were scattered do not fit this count, seeing the Jews were spread out in judgement but with the express intent that God may gather them as unbelievers within their own land (Ezek. 20:33-38; 22:17-22; 36:22-24; 37:1- 14; Isa. 11:11-12; Zeph. 2:1-2 and Ezek. 38- 39). Again, the realms will be a satanically driven reviving the 6 ancient gentile religious empires of the world (Egypt, Assyria, Babylon, Medo-Persia, Greece, Rome) into a new world Empire. The last empire is a revival of the spirits –gods– and lands of all of these empires, and The 10 (minus 3) kings will rule over them until the time they all give their power to “the prince to come” (Rev 13:1-2).

Rev 17:5 Babylon

Babylon the Great is a mystery. That is, the “woman” is Babylon (religious system) but… the GREAT MYSTERY BABYLON. As indicated in v. 1, it will include the typological [if not physical] components of Babylon, Jerusalem and Nineveh… not to mention those of the other ancient empires. It will also be a sacrilegious (cultic, occultist) belief system that promotes decadence and luxury, murders and lawlessness (doctrines of demons). See

As Babylon produced the world’s first abominations (at Babel) and false religions, so Babylon the Great shall give rise to all that is abominable (occultist) and religiously aberrant (cultic). The fallen angel which is Babylon comes from the bottomless pit (v. 8). This is the same fallen spirit/angel of Babel that led mankind to make a tower that could communicate with the heavens (occultist demon summoning, Gen. 11:1-9)… and from which the exploits & mandates of Nimrod (Gilgamesh) and the Babylonian myths are derived. The fallen angels which procreated with earth’s women (as recorded in Gen. 6 “and after that”) are also those held in the bottomless pit — Jude, Rev. 9. Furthermore, Babylon (as an ecclesiastical empire) “was, and is not, and shall rise from the bottomless pit, and then go to destruction.” This religious and political/commercial system will produce the unification of human and non-human genome (Dan. 2:43). But the humans will not stick to the inhuman. Such demonic interaction is the only explanation which fits the description of Babylon in Rev. 18 and the extent of punishment poured out on it.

Killing saints and witnesses of Jesus is what makes the woman, Babylon, euphoric. This is much like militant Islam or the Roman Catholic Church.

Mountains are always representative of kingdoms. The woman (Babylon the Great) will be the sacrilegious (occultist and cultic) synthesis of the religions of the 7 gentile world empires. These 7 kingdoms (again) are: Egypt, Assyria, Babylon, Medo-Persia, Greece, Rome and the New World Empire.

During the day in which John the Apostle wrote, 5 kings had already died: Pharaoh Thuthmose III of Egypt (Exodus 1-5), Pul of Assyria (2 Kings 15:19), Nebuchadnezzar of Babylon (Daniel 2), Cyrus of Medo-Persia (Ezra 1:1, Is. 45), Alexander of Greece (Daniel 7&8). There was (in John’s day) only one king who could be described as presently living (“who is”) — Roman Emperor Domitian 81-96 (brother of Titus, of 70 A.D. infamy) — who proclaimed himself “Lord and God” just as his brother desecrated the temple. The other (7th) has not yet come. This will be the Man of Lawlessness, the son of perdition, the little horn, the prince  – 2 Thess. 2, Daniel 7-8, 9

Rev 17:11 eighth

An 8th beast (world empire) arises from the 7th.  Literally, it belongs to the 7th. It is out of the seventh, which has come back after a mortal wound (Rev. 13:3) to the 7th — the New World Empire, or (commonly) the Revived Roman Empire. The earlier context indicates the identity of the Empire…  V. 8 of this chapter indicates that in John’s day the beast “was, and is not.” That leaves the only possibility as “A” revived Babylon from the contextual clues. which will become a world empire ( It shall devour the whole earth, and shall tread it down, and break it in pieces” (Dan 7:23). See commentary on v. 16 below.

When the 7th empire, the New World Empire, receives a mortal wound but revives to make an 8th empire, all the inhabitants of the world will do satan worship & say, “who is like the beast and who can make war with it.” But, John indicates that this 8th beast (probably established when the prince makes/breaks the treaty at 3.5 yr. mark) is headed for destruction — it will be the one which Jesus overthrows at his return.

The beast with seven heads will have 10 horns — 10 royal kings, not given authority until the Man of Lawlessness comes to power over them. They will hand over their authority to him (vv. 13-14).

Rev 17:12 one hour

Either 3.5 years or 7 at the most. Most conservative scholars think it will be 3.5 years, when man of lawlessness breaks the treaty and proclaims himself to be god in the temple. I also see this opinion as corresponding well with v. 14, which says that this coalition will seek to make war with Jesus Christ. That cannot happen until the peace treaty is broken. Walvoord writes: “the ten horns, representing the kings, destroy the wicked woman in order that the dominion which she had religiously should be transferred to the political ruler. This, of course, is in line with intimations in Scripture that at the beginning of the final forty-two month period the ruler of the New World Empire will take upon himself the role of God and demand that all the world worship him (Rev 13:8, 15).”

These kings will rule with (under) the man of lawlessness for 3.5 years. Then, they will give their power to him at the 3.5 year mark when the system undergoes collapse and is revived by the Man of Lawlessness.

Ten Kings: Walvoord writes:

On the basis of this investigation of four major passages which make a contribution to the prophetic foreview of the ten-nation confederacy, it has been presented that a normal, literal interpretation of the prophecies lead to the concept that there is yet coming a future ten-nation confederacy within the bounds of the ancient Roman Empire. The speculation as to which ten nations these may be is, of course, not answered in the Scriptures. Suffice it to say there were more than ten kingdoms within the ancient Roman Empire and this revival, identified as it is with the Roman prince of Daniel 9:26, may well include Rome itself and representative countries in Northern Africa, Western Asia, and Southern Europe. As the Scriptures make plain, the ten-nation confederacy is only the beginning, and the power of the ruler continues to extend until he reigns over every kindred, tongue, and nation (Rev 13:7). Hence, it may be concluded that a normative and literal interpretation of prophecy leads to the conclusion that the world is yet to see a revival of the ancient Roman Empire in its ten-nation confederacy form. In the light of the amazing unification of Europe under the Common Market and the pressures of a modern situation which make the survival of small, independent nations very difficult, such a move toward confederacy fits precisely into the temper of our modern international situation. The appropriateness of this prophecy to our present day is another indication that the church may be ending its earthly course and that end-time prophecy is about to be fulfilled.

And it is being fulfilled in the EU/UfM alliance.
